The Prompt

The Ask

Tell us about your Impact Technology idea. How do you plan to use technology to solve a problem in one of the following areas: Energy & carbon, food systems, inclusive finance, resilient cities, improved health & circular economy. More about Impact Tech. 

Review Process

Once applications close in your city, a review panel will apply a quantitative and qualitative framework to score each application against 5 key criteria.

The Shift Global Challenge (SHIFT!) is convened and administered by Blue Impacts PTE LTD (The organiser) with the support of local city hub organising partners.

Participation and Eligibility

  • Applicant Startups can enter the challenge by applying online for free.
  • Applicant Startups must be incorporated in their country of domicile.

SHIFT Challenge categories for 2021 are:

  • Food Systems
  • Energy and Carbon
  • Inclusive finance
  • Resilient cities
  • Improved health
  • Circular economy

  • The Startup represented by the Applicant(s) must be less than 5 years old at the date of the SHIFT Challenge.
  • The Startup represented by the Applicant(s) must be at Seed or pre-Seed stage and have NOT raised more than USD1m from any funding source. See more about funding stages here.
  • The idea must address a significant societal or environmental need and or create a market to solve a systemic global problem.
  • The idea must be based on a new technology or the innovative application of an existing technology, a scientific discovery or engineering process.
  • The Startup represented by the Applicant must articulate how they use technology to solve a significant global problem and deliver positive impact towards one or more of the SHIFT Challenge categories selected.
  • The Startup represented by the Applicant must have begun development of a Minimal Viable Product or are at the beginning of their commercialisation phase. The Organiser has the right to verify the eligibility of each Applicant. Entries that are incomplete or do not adhere to the rules or specifications may be disqualified at the sole discretion of the Organizer.
  • If the Applicant uses fraudulent methods or otherwise attempts to circumvent the rules, its submission may be removed from eligibility at the sole discretion of the Organizer.
  • By participating, the Applicant agrees to be fully and unconditionally bound by these rules, and represents and warrants that it meets the eligibility requirements. In addition, the Applicant agrees to accept the Organizer’s decisions relating to the content of this challenge as final and binding.
  • Employees of the Organiser, its affiliates, subsidiaries, advertising and promotion agencies, and suppliers, (collectively “the Employees”), and immediate family members and/or those living in the same household of the Employees are NOT eligible to participate in the challenge.


The SHIFT! challenge will open for entries for a period of three months in each city. Please check the respective SHIFT City Hub pages www.impactx/shift for specific dates.

  • This will open a webpage with a series of questions and a section to upload supporting documentation
  • All questions must be answered fully
  • For the purposes of these entry requirements, “entry content” includes any content (including all text, photos, videos and supporting pitch documents) that entrants submit, upload, transmit, publish, communicate or use in connection with their entry into SHIFT
  • Documents should be in PDF format to protect the integrity of the content
  • Entries must be the entrant’s original work. The organiser reserves the right to verify, or to require the entrant to verify, that the entry is the entrant’s original work. If an entry cannot be verified to the organisers satisfaction, the entry will be deemed invalid. Blue Impacts, in its absolute discretion, edit, modify, delete, remove or take-down any part of an entrant’s entry
  • An applicant’s entry must not include: (a) any intellectual property of any other organisation without the organisations consent
  • The organiser reserves the right to disqualify any entrant who tampers with the entry process, who submits an entry that is not in accordance with these rules or who has, in the opinion of Blue Impacts, engaged in conduct in entering SHIFT which is fraudulent, misleading, deceptive or generally damaging to the goodwill or reputation of the organiser, its City hub partners, agents and affiliates
  • Only one entry per startup applicant can be submitted in any cycle.


All eligible entries received during the Submission Period will be gathered into a database at the end of the Submission Period.

The selection process for SHIFT! is an essential component of the SHIFT! City Challenge. The selection process is conducted by a review committee and enables the discovery of start-ups that have met the impact technology eligibility criteria in one of our six impact technology category areas:

The filtering process is anchored by a set of simple scoring metrics.

  • Problem Solution Fit (1-5)
  • Market Size Opportunity (1-5)
  • Team (1-5)
  • Impact Vision & Goals (1-5)
  • Impact Measurement (1-5)


Up to three applicants in each category will then progress to the City Challenge to pitch their idea to a judging panel comprising of three investors, an impact expert and audience.


Two (2) city winners will be chosen by the judging panel to compete in the SHIFT global challenge semi-finals held in conjunction with the Impact X Global Summit.

Prizes are non-transferable. No substitution or cash equivalent of prizes is permitted.

Any attempt to influence or damage the content or operation of SHIFT is unlawful and subject to disqualification. The organiser reserves the right to terminate, suspend or amend the Challenge, without notice, and for any reason, including, without limitation, if the organiser determines that SHIFT cannot be conducted as planned or should a virus, bug, tampering or unauthorized intervention, technical failure or other cause beyond the organisers control corrupt the administration, security, fairness, integrity or proper administration of SHIFT. In the event any tampering or unauthorized intervention may have occurred, the organiser reserves the right to void suspect entries. The organiser and its city hub partners, affiliates, agents, and representatives, and any network or service providers, are not responsible for incorrect or inaccurate transcription of entry information, or for any human error, technical malfunction, lost or delayed data transmission, omission, interruption, deletion, line failure or malfunction of any network, computer equipment or software, the inability to access any website or online service or any other error, human or otherwise.


By entering shift, each entrant agrees to indemnify, release and hold harmless Blue Impacts and its affiliates and subsidiary companies, city hub partners, administrators, advertising and promotional agencies, and all their respective officers, directors, employees, representatives and agents from any liability, damages, losses or injury resulting in whole or in part, directly or indirectly, from that entrant’s participation in shift and the acceptance, use or misuse of any prize that may be won. Blue Impacts and its parent, affiliate and subsidiary companies do not make any warranties, express or implied, as to the condition, fitness or merchantability of the prize. Blue Impacts and its city hub partners, subsidiaries, affiliates, advertising and promotional agencies, and all their respective officers, directors, employees, representatives and agents disclaim any liability for damage to any computer system resulting from access to or the download of information or materials connected with the shift.


By participating in SHIFT, each applicant grants the organiser permission to use their name, likeness or comments for publicity purposes without payment or additional consideration, except where prohibited by law.



This is the code of conduct for SHIFT. Our goal is to create a welcoming and inclusive environment for people who share our values of tolerance and inclusivity. To that end, we have adopted this code of conduct in order to support and welcome everyone to our global community.


We expect everyone associated with SHIFT to abide by this code of conduct, including employees, contractors, founders, funders, investors, mentors, advisors, students, volunteers, speakers, and attendees of our events. This code of conduct applies to all of these people in any setting associated with SHIFT, including offices, work events, social outings, conferences, homes, lodging, phone calls, video conferences, emails, chat, social media, blogs, or other online communication.

Unacceptable behaviours

Discrimination. Comments or behaviour that discriminates against, stereotypes, or harms members of marginalised groups. This includes but is not limited to:

  • Racial or ethnic slurs
  • Misogynist comments
  • Sexual harassment
  • Homophobic or transphobic comments or slurs
  • Deliberate misgendering (e.g., using different pronouns than requested)
  • Deliberate use of names people have asked others not to use
  • Negative comments about body size or shape
  • Discriminating against pregnant people or mothers
  • Discriminatory comments against members of marginalised religions as a group
  • Negative comments or discriminating based on age or family role
